Shiwan Town in Dazu District is a demonstration base for high-yield rice production and an advanced town for grain production in the city. In 2013, Shiwan Town's super rice planting set a historical record for the yield of mid season rice in Chongqing (843.6 kilograms).

In October 2017, Dazu District sent the Party Secretary of Shiwan Town to visit Academician Yuan Longping in Changsha for the first time. Due to Yuan Lao's deep memory and emotional attachment to his experience of participating in land reform in Wangu, Dazu in 1952, he gave positive recognition to the development of high-quality rice industry in Wangu, Dazu. In order to promote the implementation of relevant work, in January 2018, the Dazu District Agricultural Committee led a team to Chongqing Academy of Agricultural Sciences for multiple reports, communications, and exchanges, and reached the intention of building the Yuan Longping Academician Expert Workstation in Shiwan Town.
In July 2018, Zhang Yongwu, Secretary of the Dazu District Committee, and Wang Zhi, Minister of the Organization Department of the District Committee, led a team to visit Academician Yuan Longping again in Changsha and reached the following consensus: firstly, the Dazu District Committee and Government invited Academician Yuan Longping as the General Advisor for the Development of Modern Agriculture in Dazu District; Secondly, the team led by Academician Yuan Longping provided guidance on the construction of academician workstations; Thirdly, the team led by Academician Yuan Longping will send representatives to attend the Five Color Rice Festival and the unveiling ceremony of the Yuan Longping Chongqing Academician Expert Workstation.
In August 2018, Qian Hu, Deputy District Chief of Dazu District, led a team to visit Academician Yuan Longping again and finalized the activity plan for the Five Color Rice Festival and the awarding ceremony of the Yuan Longping Chongqing Academician Expert Workstation, and confirmed the participants. At this point, the Yuan Longping Chongqing Academician Expert Workstation has finally settled after multiple efforts in Dazu District.

On September 16th, the awarding ceremony of Yuan Longping's Chongqing Academician Expert Workstation was held in Changhong Village, Shiwan Town, Dazu District, and the Yuan Longping Chongqing Academician Expert Workstation officially landed in Dazu. The workstation is located in Wochi Agricultural Park, Changhong Village, Shiwan Town, with a building area of 600 square meters. It includes three parts: Yuan Longping Hybrid Rice Science Popularization Exhibition Hall, studio, and office. The Yuan Longping Hybrid Rice Science Popularization Exhibition Hall is divided into two parts: the Hybrid Rice Science Popularization Hall and the Yuan Longping Personal Hall. The Hybrid Rice Science Museum showcases the development of hybrid rice in China, its global expansion, research and development history, as well as various hybrid rice seed specimens. It reproduces the history of rice development, allowing visitors to experience the difficulty of increasing rice production and the tremendous efforts made by scientists, promoting people to cherish food more. The Yuan Longping Personal Pavilion showcases the family background, growth process, research and development of hybrid rice, and family situation of Yuan Laolao. It also includes some books and other items by Academician Yuan Longping, allowing everyone to understand his arduous efforts in the research and development of hybrid rice and the promotion of rice production and high yield, as well as his important position in the history of hybrid rice development.
The Yuan Longping Hybrid Rice Science Popularization Exhibition Hall is currently the only rice science popularization education base in the city, and an important platform for citizens and primary and secondary school students to receive rice science popularization education.
